Background
Following the 2021 Statutory Review of the National Transport Commission (the Review), the Department of Infrastructure, Transport, Regional Develop, Communications and the Arts recommended that we play a stronger role in assessing the outcomes of national transport reforms.
Our role has extended to the evaluation of whether reforms led to economic and safety benefits, and to what extent these were achieved. This work will allow Ministers to understand the need for further action and reforms.
Policy and guidelines
Establishing the foundations of the evaluation framework
This includes:
- clarifying the framework’s purpose
- illustrating how it is to be applied
- setting evaluation framework principles
- establishing an evaluation culture and governance arrangements.
Preparing for an evaluation
This includes:
- providing guidance on how reforms could be selected for evaluation; and
- helping us to support the Infrastructure and Transport Ministers' Meeting (ITMM) and its advisory body, the Infrastructure and Transport Senior Officials’ Committee (ITSOC).
Assessing the outcomes of a specific reform
This includes establishing the evaluation objectives and scope. The framework provides for two types of evaluations:
- an outcome evaluation
- an economic evaluation and impact analysis.
Preparing an evaluation report
Supporting evaluation report templates provide guidance on developing reports for:
- an outcome evaluation
- an economic evaluation and impact analysis.

NTC has developed an Electric Bus Evaluation. The purpose of this report is to provide and support Transport Ministers in future strategic decisions and investments in zero emission (electric) buses, as well as provide a summary of learnings.
